HISTORY OF ENERGY CHOICE IN DELAWARE
Electricity Market
In 1999, Delaware restructured its electricity market under the Electric Utility Restructuring Act. This shift introduced energy competition, empowering consumers with more control over their electricity supply. This allowed residential and business customers to choose their electricity supplier. Retail choice allows consumers to benefit from competitive pricing, flexible contracts, renewable energy options, and improved customer service compared to traditional utility monopolies. Delaware is among 13 states and the District of Columbia that offer retail energy choice.
Gas Market
Natural gas choice is only available in Delaware for large commercial and industrial consumers in the Chesapeake and Delmarva utility territories. Currently, no natural gas option is available for residential customers.
RESOURCES FOR DELAWAREANS
The Delaware PSC created a page on its website to allow consumers to compare different electric supply offers from licensed suppliers and evaluate suppliers’ offers, contract terms, and renewable energy options.
A guide to understanding energy terms can be found in RESA’s online energy glossary. RESA also offers a consumer education guide and an energy shopping guide.
