VIRGINIA’S ENERGY MARKET LANDSCAPE
Electricity
Retail electricity choice for residential customers effectively ended in 2007, when the Virginia General Assembly passed legislation (S.B. 1416 / H.B. 3068) referred to as the Re-Regulation Act. Under the Act, only non-residential customers with peak demand exceeding five megawatts are eligible to purchase electricity from a competitive retail energy supplier. Today, most Virginians receive electricity from a monopoly utility that controls both supply and delivery.
Natural Gas
Virginia does offer natural gas choice to residential and small commercial customers in certain service areas. These customers are eligible to select a retail gas supplier, subject to licensing and specific service area rules. Like in other states, very large customers are allowed to shop for their natural gas service throughout Virginia.
