HISTORY OF ENERGY CHOICE IN NEW YORK
Electric market
In 1996, the New York State Public Service Commission (PSC) issued an Opinion and Order regarding Competitive Opportunities for Electric Service, making New York one of the pioneers in restructuring its energy market. Electricity choice became available in 1997. These changes empowered consumers to choose their energy suppliers, which are known as Energy Services Companies (ESCOs).
Gas Market
In 1999, New York State PSC restructured again, allowing natural gas choice to customers. Retail choice allows consumers to benefit from competitive pricing, flexible contracts and improved customer service compared to traditional utility monopolies. New York is one of 13 states and the District of Columbia that offers retail energy choice.

The New York State Department of Public Service offers the Power to Choose website, a valuable tool for exploring ESCO offers, plans, and products. Consumers can access the latest rates and connect directly to ESCO websites. The PSC recommends reviewing all terms and conditions before signing a contract, including contract length, rate type, deposits, and cancellation fees.
