HISTORY OF ENERGY CHOICE IN MARYLAND
Gas Market
In 1996, the Maryland Public Service Commission (PSC) approved a pilot program allowing residential and small commercial customers to choose an alternative natural gas supplier. This allowed customers to choose where their natural gas supply originated while receiving delivery through their local utility company’s infrastructure. Over time, the competitive natural gas market has expanded, with various suppliers offering fixed and variable pricing, green energy options, and additional services.
Electric Market
Three years later, the 1999 Electric Choice and Competition Act was passed. This law allows residential and business customers to purchase electricity from a third-party supplier. Retail choice offers the potential for competitive pricing, flexible contracts, renewable energy options, and enhanced customer service compared to standard utility monopolies. Maryland is one of 13 states and the District of Columbia that offers retail energy choice.

The Maryland PSC manages the MD Energy Choice website, a tool for consumers to shop for the best energy plans, compare products, and explore available rates. It also provides information on plan types and contract lengths to help consumers make informed decisions.
