HISTORY OF ENERGY CHOICE IN PENNSYLVANIA
Electricity Market
In 1996, Pennsylvania’s Electricity Generation Customer Choice and Competition Act was signed into law, restructuring the state’s electricity industry to allow consumers a choice of their electricity supplier. As a result of the new law, consumers were no longer bound by a single monopoly-protected utility company for their electric supply.
Gas Market
Three years later, in 1999, Pennsylvania passed the Natural Gas Choice and Competition Act (Act 21), which gave consumers a choice in their preferred gas supplier.
Retail choice allows consumers to benefit from competitive pricing, flexible contracts, renewable energy options, and improved customer service compared to traditional utility monopolies. Pennsylvania is among 13 states and the District of Columbia that offer retail energy choice.

The Pennsylvania Public Utility Commission developed PAPowerSwitch and PAGasSwitch websites as tools for consumers to shop and compare offers, plans, and products. Consumers can access the latest rates and connect directly to third-party supplier websites to learn more and enroll with the supplier of their choice.
