HISTORY OF ENERGY CHOICE IN ILLINOIS
Gas Market
Illinois has been open to retail marketing of natural gas since the 1980s when the major Illinois natural gas utilities voluntarily implemented choice programs for large-volume customers. Later, programs were established for residential and small commercial customers. As is the case on the electric side, retail choice for natural gas customers offers the potential for competitive pricing, flexible contracts, and enhanced customer service.
Electric Market
In 1997, Illinois restructured its electric service industry with the Illinois Electric Service Customer Choice and Rate Relief Law. This legislation was introduced after Illinois consumers were found to be paying some of the highest rates in the U.S. Retail choice offers the potential for competitive pricing, flexible contracts, renewable energy options, and enhanced customer service compared to standard utility monopolies. Illinois is one of 13 states and the District of Columbia that offers retail electric choice.
